Since its such an odd glitch that I haven't seen much of, I wanted to share it in as many places as I could. I don't know why this is but thats what the advice from the gamefaqs thread gave the original poster and it worked for me. Allowing you to finally capture the doll. If you stop at B1, save your game, exit the game completely(as in closing app or turning off wii), then go back in and load your save up, continue to B2, the circle WILL glow blue. If you go straight from F1 to B2, the circle WILL NOT glow blue. First chance to get is with Choushiro but you can get it later with Ruka. When you're navigating the hospital, if you take the elevator down from B1 to B2, there's a doll in between the floors. Found a thread from years ago about a glitch where the blue circle doesn't show up unless you do something special. We've always been one short, played through the game with different walkthroughs to see if maybe the directions didn't match up. My roommate and I have been trying to collect all the Houzuki dolls for about 10 years now.
